KEN, the most significant achievement of the Philippines Civic Action Group, Vietnam, was probably the Thanh Dien resettlement project:

The Thanh Dien Refugee Resettlement Project, undertaken by the Philippine Civic Action Group, Vietnam, at the suggestion of the province chief of Tay Ninh, involved the clearing of about 4,500 hectares of forested area for agricultural use, the development of 100 hectares for residential lots, and the construction of 41 kilometers of road. In addition, abridge was constructed that linked Thanh Dien and a newly created hamlet, Phuoc Dien (Happy Riceland), with Highway 22. This resettlement site became the home of some 1,000 refugee families.

Actually, I never heard of any cases where the PAVN or VC robbed food or money, or raped anyone, or forced anyone to watch such a rape (Barring the filmed scene in "Between Heaven and Earth"). There were cases of US troops doing so, and some of those were actually were tried and convicted. Vietnamese refugees from the countryside often complained of ARVN troops stealing food and livestock. In my wife's district, the Hoc Bao were infamous for stealing chickens and pigs. The PAVN and VC 'leaned' on farmers to contribute to the cause, appealing to their patriotism. Perhaps it was this subtle difference that made the ARVN seem worse. There were incidents of rape reported against some ARVN troops in I Corps, possibly the newly formed 3rd ARVN Division, some of whom had been recruited out of various jails.

But, as regards murder, yes. Terror was a weapon. The VC and NVA put the Americans, Koreans, and ARVN to shame in this area. But it was not haphazard, and conducted under color of revolutionary law. Even the infamous Hue Massacre was conducted on the basis of lists identifying those related to ARVN officials, police, and soldiers. To quote an Australian soldier on the ground. Prior to Hue, he'd had a grudging respect for the courage and determination of the NVA/VC. But after the Hue Massacres, any illusions that they deserved respect were wiped clean.

Was sorta counting on these SOG folks to have hundreds upon hundreds of GOOD DEED acts they could post. After all, they worked hand-in-hand with the LOCALS all the time. Maybe with a little more patients they will come through; afterall they were the "cream of the crop" so to speak!

Another event of Medical Aid being provided to Villagers.

Thousands, upon thousands if this type of aid was performed by Military Personal fighting for the South Vietnamese cause. But very few of these type of pictures were ever reported and/or published world wide during the war. Why? Is it because of different political agendas, and/or just human nature to "go for the blood and guts" of war events and not the complete story of what goes on when Americans enter into war???? Shame on humanity!

Please ignore my questions above - just go find more pics of GOOD DEEDS to at least get presented in this fine forum.

P.S. Lou, I wonder if any of your wife's family ever come up with (or remember) any GOOD DEEDS performed by either side during the war

SOG wan't in the Civic Action business. And most MIKE Force civic action was related to providing for our dependent villages. SF A Teams got heavily involved in local civic action, but in isolated areas these villages tended to be the same place the Teams recruited their CIDG. A-502 was given its own separate award of the Civil Action Medal First Class for its efforts in 1968. This included assistance to refugee villages, a leper colony, plus the local medical clinics, schools, agricultural projects (pig and chicken breeding which yours truly was in charge of), etc. It was all part of a hearts and minds strategy, and it was quite successful, partly because the local population was more pro-government than areas in I Corps.

· Vietnam Woman Veteran Receives Soldier's Medal

"Observing a fire in Vietnamese dwellings near her quarters, she hurried to the scene to provide assistance. Without regard for her personal safety and in great danger of serious injury or death from smoke, flames, and falling debris, she assisted in rescuing several adults and children from the burning structures. Without protective clothing or shoes she repeatedly entered the buildings to lead children that had reentered their homes to safety. She continued to assist the Vietnamese residents in removing personal property and livestock, although danger increased until fire-fighting equipment and personnel arrived. Specialist Five Offutt's heroic action reflects great credit on herself, the United States Army, and the United States mission in Vietnam."
