Moscow Can Now Offer Russian Citizenship to Eight Million Ukrainians

Well, the logical step for anyone fearing Moscow invoking its right to protect Russian citizens is to not give those citizens a reason to be protected, like as in not attacking and killing them. Simple enough?

Well, first step - Abkhasia and S.Osetia, next - East Ukraine or Crimea, Dniester area in Moldavia, minority in Estonia or Latvia, and the last corridor to the Kaliningrad district?
Compare this to the remilitarisation of the Rhineland, Austria anschluss, Sudettenland, Memel anexion, and the last corridor to the East Prussia.
I'll give 3 years.

Or they could also order them deported them from Ukraine in order to prevent any future recourse from Russia.

Not unless they have a high birth rate and are looking to secure their children's employment. I'd wager that the 8 million Russians in the Ukraine are a valuable and needed part of the Ukranian economy.
However if push came to shove with the existence of the Ukrainian nation at stake, I've got a feeling that fervent nationalism will rear its ugly head once more.
