For years, the United States and the international community have tried to negotiate an end to North Korea’s nuclear and missile development and its export of ballistic missile technology. Those efforts have been replete with periods of crisis, stalemate, and tentative progress towards denuclearization, and North Korea has long been a key challenge for the global nuclear nonproliferation regime.

The United States has pursued a variety of policy responses to the proliferation challenges posed by North Korea, including military cooperation with U.S. allies in the region, wide-ranging sanctions, and non-proliferation mechanisms such as export controls. The United States also engaged in two major diplomatic initiatives to have North Korea abandon its nuclear weapons efforts in return for aid.

In 1994, faced with North Korea’s announced intent to withdraw from the nuclear Nonproliferation Treaty (NPT), which requires non-nuclear weapon states to forswear the development and acquisition of nuclear weapons, the United States and North Korea signed the Agreed Framework. Under this agreement, Pyongyang committed to freezing its illicit plutonium weapons program in exchange for aid.

Following the collapse of this agreement in 2002, North Korea claimed that it had withdrawn from the NPT in January 2003 and once again began operating its nuclear facilities.

The second major diplomatic effort were the Six-Party Talks initiated in August of 2003 which involved China, Japan, North Korea, Russia, South Korea, and the United States. In between periods of stalemate and crisis, those talks arrived at critical breakthroughs in 2005, when North Korea pledged to abandon “all nuclear weapons and existing nuclear programs” and return to the NPT, and in 2007, when the parties agreed on a series of steps to implement that 2005 agreement.

Those talks, however, broke down in 2009 following disagreements over verification and an internationally condemned North Korea rocket launch. Pyongyang has since stated that it would never return to the talks and is no longer bound by their agreements. The other five parties state that they remain committed to the talks, and have called for Pyongyang to recommit to its 2005 denuclearization pledge.

The following chronology summarizes in greater detail developments in North Korea’s nuclear and missile programs, and the efforts to end them, since 1985.

This Bush vs Clinton argument/blame game seems silly to me.
When it came to non-proliferation and elimination of dangerous regimes the US establishment prioritised the region that was strategically more important (and offered best chances for intervention) - the Middle East. Both Bush and Clinton acted based on this premise.

Do today's pronouncements in the North Korean media amount to the "threats" that President Trump and General Mattis say will be met with fire, fury and an overwhelming military response?

If nothing else, one has to admire the North's eccentric use of the English language and its idioms.

"Pyongyang, September 4 (KCNA) -- The south Korean puppet forces are resorting to an anti-DPRK campaign after its drill of launching the intermediate-and-long range strategic ballistic rocket Hwasong-12 into the Pacific.

They went busy, convening the presidium of the "national security council" and issuing a "statement condemning the drill" as if a bomb was dropped on their head.

The warmongers staged a bombardment exercise by F-15K fighter after the chief executive cried out for demonstrating the "powerful punishment capability". They went the lengths of opening to the public the video of Hyonmu missile in the middle of drill.

Against this backdrop, they threatened to refer the issue of the ballistic rocket launch by the DPRK to the UN Security Council together with the U.S. and Japan, while crying out for the "tightened alliance" with the U.S. and introduction of nuclear strategic assets into south Korea.

Rodong Sinmun in a commentary Monday says this is not only the height of the persecution mania of those upset by the recent launch of the Juche weapon but also useless racket of those hell-bent on escalating confrontation.

The south Korean puppet forces are not free to fire even a single bullet as they are at the U.S. beck and call. Such guys are crying out for "punishment". This would make even the stone Buddha in the temple laugh.

The puppet forces would be well advised to stop the senseless acts and behave themselves. If they continue running reckless before the gun barrel of the strong Paektusan revolutionary army, the whole land of south Korea would be reduced to ashes.

They should properly understand that they will meet doom if they continue to run riot, relying on the U.S. which is not getting out of hot water."

The U.S. and Japan, the sworn enemies of the Korean nation, are struck with horror in face of the mettle of the DPRK which took the toughest counteraction against the U.S. insensible war drills. In the meantime, the Korean people feel relieved, their towering grudge settled.

However, the south Korean puppet group who is bereft of reason and lost elementary ability to judge the situation, is acting like a mentally deranged guys while seeking unprecedented confrontation racket with the DPRK.

As soon as the DPRK conducted Hwasong-12 launching drill, the group called the standing committee of the "National Security Council" to issue a "statement" denouncing the drill and conducted a F-15K's bombing drill while talking about demonstration of its "capacity of severe punishment" upon the former's drill.

Stressing the need to "boost alliance with the U.S.", it also claimed that it would introduce the U.S. nuclear strategic assets and refer the issue of the DPRK's ballistic rocket launch to the United Nations Security Council along with its U.S. and Japan masters.

The puppet forces have nothing to say even though they are doomed to death because of driving the destiny of the Korean nation into the danger of a nuclear war and conducting nuclear war exercises against the DPRK. They are going reckless just like guys obsessed with persecution maniac.

As known to the world, the intermediate-and-long range strategic ballistic rocket launching drill of the Korean People's Army Strategic Force is a curtain-raiser to its resolute countermeasures against the aggressors and provocateurs who challenged the DPRK's crucial warning with their war exercises.

The recent launching drill is an exercise of the DPRK's just and independent right to defend the country's dignity and peace on the Korean Peninsula as a meaningful prelude to contain Guam, advanced base of aggression, in the Pacific.

The puppet group's assertion that it is a "grave provocation" and "threat to peace" to defend the security of the nation by itself is, indeed, reflection of its chronic disease of confrontation with the fellow countrymen in the north.

It is tragicomedy that the puppet forces rudely behaved while talking about "threat to peace" when their U.S. master said that "it did not serve as a threat to the North American region" without any measure.

Shortly ago, the U.S. made bluffing while announcing that it might take a military action against the DPRK by itself without a consultation with south Korea and despite of the latter's opposition, denying the south Korean chief executive's speech through the remarks of the U.S. commanders in south Korea.

The stooges' foolish acts only reveal their miserable situation.

They would be well advised to think twice what is the meaning of the DPRK's Hwasong-12 launching drill.

Dependence on the U.S. leads to their self-ruin. "

Without his nuclear teeth, Kim is just a tub of hot air, so all Trump need do is draw his teeth by surgically trashing the nuclear sites with cruise/drone/air strikes to render Kim as harmless as a fluffy kitten, no need for a ground war at all. It's a target-rich environment out there..

There was a guy on the steam wireless today from the Korea Institute saying so. He also said that the US would have to be prepared for a war - it wouldn't be a surgical strike but a campaign and the US might have to be prepared to loose at least a city whilst it was going on. Any volunteers to be that city? come on its your patriotic duty!

Plus, even if we could be 100% for certain that we could take out all of their nukes, what's to stop them from rebuilding them? The only way to stop that is to invade, and depose, the current regime...something nobody wants to do.

In this modern age, putting boots on the ground in any war should only be done as a last resort, and in the case of N.Korea we're far from the "last resort" stage at the moment.
Kim's nuclear sites are sitting ducks just asking to be hit with cruise/drone/and airstrikes because without them he's just a harmless windbag..
