I have to think that if the Russians actually have this capability, would they show their hand in this manner? Wouldn't they keep it under wraps until things got really dire or serious?

Reminds one of the 1930's myth that the Germans had a ray that would stop engines by knocking out the ignition
The nugget of reality behind it was that a German research station was working on picking up electromagnetic transmissions and found that their tests were being swamped by signals from badly suppressed spark plugs on passing cars - so before they ran a test policemen would stop cars on the nearby roads and tell drivers to switch off their engines!

Just goes to show how myths get started and how gullible people can be.

I was a sailor on the USS Donald Cook when it first got buzzed back in 2014. In fact, I was on watch at that time and it was my job to actually shoot them down…if they were a threat. They weren’t. We knew what kind of jet it was, we visually verified its wings were clean and had no way of attacking us, and we knew Russians didn’t engage in kamikaze attacks. If any of those things weren’t true, the jet would’ve been shot down well before it even touched our ship. The jet just wasn’t a real threat. It was sent to troll us and make propaganda pieces for ol’ Vladdy. That’s about it. Nobody pissed their pants, and definitely nobody resigned. In fact, I enjoyed it. High seas get boring. There’s no good battles anymore, so a lot of us are itching for action. So anything that tells you sailors resigned in fear is cockamamie bullshit.

I would like to add another fact: active jamming by itself is an act of war, and that’s without permanent damage. If a ship, or in this case a plane, decided to jam us, we are well within our rights to destroy the jammer, even if that means destroying the platform that jammer is on. That goes extra for a plane shooting a magic ray at us that’s actively destroying our equipment. We take our equipment very seriously since the ship is the only thing between us and hypothermia. In fact, if a plane with hypothetical jamming equipment got close enough to an Aegis BMD Destroyer to even have the opportunity to emit an EMP ray, there’d be some Admirals with a lot of questions for our captain.

So, what really happened on the Cook in 2014? A Russian plane played the world’s most dangerous game of “I’m not touching you” and got some new propaganda pieces out of the deal. Hopefully that answered your question.

Interestingly enough during the cold war AVMF had plans to use the Sukhoi su-24 against enemy destroyers and Corvettes I wonder how they would have fared in that role

Disabled all electronic systems on the destroyer? What a load of BS that is!

First, you have to ask how the jammer system did that. To "shut them down" would require a loss of power to the system. That would require you somehow cause the breakers to trip, fuses to blow, etc. Ain't happening. That jet can't generate anywhere close to the electrical power to overwhelm a ship's electrical distribution system.

Even jamming these systems would be tough. Noise jamming requires sheer power and the closer you get to the radar jammed the better its chances of burn through are. The noise has to be on the correct bandwidth too. Since the DD carries radars on several widely distributed frequencies, a single plane is going to have difficulty jamming everything.
Deception jamming works but only against the specific radar targeted. This also takes a good operator to do it right.

What makes it even less believable is it's Russian sources alone reporting all this BS.
