If you are going to count the 71st INFDIV, maybe you should count the 23rd INFDIV (Americal) as well? The 71st was a HQ unit that "supervised" units in Alaska, Fort Lewis and Fort Irwin. The 23rd INFDIV supervised units in the Caribean (Canal Zone, Puerto Rico). Neither of the 23rd or 71st was capable of being sent overseas.

I don't like the idea of Divisional HQ units that can't be deployed to fight. The attached units are part of higher HQ's that control them. We have too many Generals already (too many Admirals as well).

I'll get to the 71st.

I didn't decide to count the 71st ID, the Army did. As near as I can tell, it was a complete division, just based in different locations.

The 23rd Americal Division was not active in 1956, AFAIK.

Both divisions were active in 1956. The 71st was deactivated April of 1956. The 23rd first lost the 65th INFREG which disbanded and then the division deactivated in April 1946. I don't think either division was able to be deployed. My guess is they were short on troops and equipment.

Wiki says that 71st inactivated in September 1956, while 23rd inactivated in April 1956. Since this info is August 1956, it would follow that 71st is listed and not 23rd, although 71st was probably in the process of inactivating in August.

I had not known that 23rd was active for a couple of years in the 1950s- you can always learn something new!

If the Army felt the need for a Division HQ to cover the units in the Northwest/Alaska, then they would have seen a need for a HQ to cover the Infantry Regiments in Puerto Rico and the Canal Zone. Before WW II the Canal Zone had an Infantry Regiment on the Caribbean side and one on the Pacific side. One of these became part of the 71st Infantry Division.

That's a huge leap of logic that just isn't necessarily so. Besides, I already acknowledged that they had both the headquarters. 23rd had just inactivated and 71st was in the process of inactivating.

Before 1940, 2 infantry regiments was an infantry brigade in the old square organization. The 20th Infantry Brigade was in Panama. Eisenhower served there as a MAJ (maybe a CPT) under then-BG Fox Conner in the 1920s.
