They have historically under-invested in platform / system sustainment, leading of late to damning reports of low availability levels. They have tended to over-invest in new kits that they rarely use and the balance goes on personnel (including a high beer quota).

This has started to change.

IMHO it comes down to 2 things:

1) Public opinion is all about 'high tech', 'gee whiz' and 'shiny'. The public is not impressed by the quality of your maintenance cycles. They're impressed by 'this is the best of its kind on earth and 'you' have it, so we have the best (insert thing here)'. This results in new and improved coming out instead of perfectly adequate being maintained.

2) Germany, like much of Europe, and heck other countries too it's not just a European problem, have MASSIVE social program costs. This cuts deeply into what's available for defense spending, and what could feasibly be 'surged' to bolster defense spending for things like wars or large scale upgrade/maintenance cycles.

End result in this case? Germany has a number of 'top of the line systems' which form a slice of its defense pie. Outside of that slice, the rest of the pie is made up of perfectly adequate systems with wholly inadequate maintenance due to the combination of 1 and 2.

Question, is a disarmed Germany not a good thing? All other things aside I think a weak German army is a good thing for the rest of us...

I hardly see even a moderately robust and adequately maintained Bundeswehr being considered as a threat to any of it's neighbours in this day and age.

IMO, it is far better for European stability for Germany to invest in adequate funding of co-operative defensive measures, instead of letting "mutti" Merkel go on a spending spree in an attempt to gain heroine status by opening the immigration floodgates.

I would have expected that the last Munich "crisis" would have been enough to point to the error of letting defenses run down in the face of prospective adventurism by dictatorships.

It would seem that the lessons of history are being forgotten.
