Let's get this show on the road. I realized I leaked the location of this third little tussle and building up for too long could give those in the know too much of an advantage so .... lets just go.

Seven years after the Second Oceanic War and second war to ravage the Philippines war has once again come to her shores. Increasing foreign control of Philippine assets lead to increasing disgruntlement among the Philippine intelligentsia. Eventually a Coup was announced from the halls of the University of Manila, the majority of Philippine armed forces joined the coup with resistance to it centered around Mindanao and northern Luzon. After a few weeks of conflict the revolutionaries announced themselves members of the Communist International, meanwhile a schism appeared in the Luzon and Mindanao "Loyalists".
Realizing their inability to crush the revolt, the Government of the Philippines resolved to ask help from aboard, representatives from Luzon wished to entreat the UK whilst representatives from Mindanao favored the United States. The Schism eventually flared to all out conflict as both declared the other a rebellious faction. With the "Republic of Mindanao" and "Confederacy of Luzon" seeking help abroad the "Peoples Revolt of the Philippines" called for assistance from the United French Socialist Republic.
Involving the French made the war in the Philippines everyone's concern and an International meeting was called in Geneva. After two weeks of Negotiation two Alliances decided on the terms of a Limited War to decide the fate of the Philippines, with the UK and Russia favoring the Confederacy of Luzon and US and Germany the Republic of Mindanao. Rules were set out to prevent "Excessive loss of life", among the usual rules of war, a blanket ban on Submarines and Mines was put in place. In addition participation in the war was restricted to volunteers (which, thankfully for the nations involved, were in plentiful supply). A separate "Gentleman's" agreement was signed between the two alliances, restricting the combat to Cruiser sized (and smaller) ships to prevent a rapid change in the balance of power which could potentially lead to a greater war.
The Luzon Confederacy is currently focusing it's forces (estimated at 12'000 men) on containing communist forces within Manila, Fighting currently (19th June 1928) is fiercest around Real with Luzon forces to the south facing the possibility of being cut off should the area fall.
The Mindanao Republic is assaulting General Santos in the south in an attempt to resolve it's southern front. Another force is desperately trying to hold off an assault on Malaybalay City. The Mindanao Republic is estimated to have 13'000 men in arms
The Peoples Revolt of the Philippines is disorganized, at least several self proclaimed leaders and many divisions of command. Despite this they are working as a somewhat schizophrenic unit against the Confederacy and Republic They have at least 30'000 regular troops spread across their holdings with an unknown number of irregular recruits and militia, according to reports they could number up to 60'000 more men.
