I would say missile boats since they can launch their missiles at long range. Then again there's always a chance a PT boat might get lucky and manage to sink a missile Boat.

what can happen and what historically has happened in combat are two different.

also if we're assuming it's just the small boats no EWACs or shore radar stations, the missile boats wouldn't be able to launch at ranges that are all that far.
