Yes. 24th Infantry Division at Fort Stewart reflagged to 3rd Infantry Division and 3rd Infantry Division in Germany reflagged to 1st Infantry Division in 1996.

I thought in the mid 1990s the 1st I.D. moved 2 brigades to Germany along with the divisions HQ and the 3BDE was left at Ft Riley along with a brigade from the 1st A.D..

Nobody moved anywhere.

After the reductions of the early 90s, a bunch of divisions were left with 2 brigades, or maybe still had round-out brigades. In the case of the units involved in this discussion, 4 divisions had 9 active brigades between them. The 1st ID had 2 brigades at Riley, 1st AD had 2 brigades in Germany, 3rd ID had 2 brigades in Germany, and 24th ID had 3 brigades, 2 at Stewart and 1 at Benning (total, 9 brigades).

After the reflaggings, those 9 brigades were part of 3 divisions: 1st ID had 2 brigades in Germany and 1 at Riley; 1st AD had 2 brigades in Germany and 1 at Riley; 3rd ID had 2 brigades at Stewart and 1 at Benning; 24th ID was entirely inactive.
