You are starting to present the primary consideration here; - that human habitation on Mars depends upon an effective Flora ratio to Fauna.

Here on Earth, with a very optimal if unique biosphere, we have a 99=%Flora to Fauna Ratio. On Mars, we will have to tweak the Flora/Fauna Ratio (FFR - ? )to something more in the range of 70-80/30-20 ratio applying High Tech methods to support/sustain. That means at least a 70-90(+) ratio of solar energy receiving enclaves for Flora to sustain the 1-10% Fauna ~ Humans and animals(food sources) ratio.

So any Mars Colony (MC) will need at least a @90%+ habitate/biosphere shell for Flora Culture to thrive, which means your screening ideas have merit for the shell/bubble on the surface.

Major Human habitate is sub-surface and shielded, but there will be on-surface Flora activities essential to the colony support/existence.

Droids/Bots can provide some of this support, but "real-time" human presense and control make such several times more efficient. Humans may spend most of their time underground running the 'droids/bots' but some will upon occcasion need to go on the surface to do the work that 'droids/bots' can't.

NASA's budget is such a major part of the US budget... I'm sure the WLB will have it down to nothing in no time.
