Civil War 2 Grand Campaign AAR

So I’ve purchased Civil War 2 from Matrix games, studied the manual, and gotten slapped around like a red-haired stepchild by the AI a couple times, getting a feel for the game.

As the name indicates, this is a game of the Civil War. ALL of the Civil War. You will be in charge of political decisions, economic decisions (to include infrastructure), budgetary issues, international relationships, naval warfare, land warfare, and riverine warfare from the Atlantic to the Pacific. You have to deal with irregulars, Indian outbreaks, and possible foreign intervention in addition to the rebellion of the slave states.

All that said, once you’ve tinkered with the mechanics, it is not really all that hard to get things done. I have found it very helpful to jot down notes as the turns progress as reminders, but a lot of issues are fairly automated (such as the ability to just assign ships to blockade duties).

‘Counters’ are individual ships, flotillas of river boats, generals, regiments (various flavors of infantry and cavalry), battalions (engineers, balloons), and batteries. You assemble land units into brigades, divisions, corps, and armies, and have at it. Turns are 15 days, and the graphics are very nice.

There are a couple issues I have seen so far: the inability to custom name ‘stacks’ or groups of land units means you can end up with some strange titles, such as a division-sized all-arms organization called ‘Schrutz’s Cavalry’. Also generals’ stats are not consistent. Combat stats (defense, offense, and strategic) are better if higher numbers, but in seniority a lower number is better. Promoting junior officers over senior causes home front morale to take a hit. While screens allow you to list units and ships, there is no option to list generals and their stats, which would be very useful.

This is not meant to be a fast-paced shoot-‘em’-up, but a slow, careful strategic game. You will find yourself controlling the massive armies of the East theater, and maneuvering single regiments to deal with bushwhackers and Indians.

You purchase new units in addition to receiving various historical units. Units are drawn from states, and each state can only support X amount of troops at any one time. In addition, there is a lag between a unit being created (placed on map) and when it is fit for duty.

It is highly addictive.

OK, I have chosen to play the 115+ turn Grand Campaign as the Union, with historical values for the generals, Sergeant difficulty (medium) with +1 Activation & Normal aggressiveness, and the foreign intervention chances turned to the lowest setting (basically, I would have to invade Canada to get the Brits involved).


Turn 1, Early April 1861
National Morale: 85
Victory Points: 50

I cannot assemble Corps until spring ’62, which represents the confusion of the early days.

Fort Sumner is fired upon, and surrenders.

Administrative Decisions
I have declared complete blockade of the rebel states. I have ordered three areas to received extra funding for regional improvement, three areas in Indiana to have tracks surveyed and created, and one area in Indiana to have tracks upgraded to roads.

Naval Dispositions
None. The Navy is reorganizing in the face of the crisis. (no units active)

Land Operations
None. The Army is reorganizing in the face of the crisis. (no units active)

Rails are damaged NE of Baltimore in the wake of the Pratt Street riots.

Built a NY infantry regiment, a Penn artillery battery, and a supply unit).

Naval Dispositions
The blockade is mounted. At this point it is pretty thin.

Land Operations
Ordered a single regiment of cavalry under BG Schurtz to Fairfax VA (just outside Washington DC).

Tennessee and Arkansas secede.

Naval Operations
I have designated Annapolis as my forward base for a future operation against New Orleans. As ships become active I am ordering them there, along with the USMC (regiment sized element).

Land Operations
The 1st-5th Divisions are forming around Washington DC. The Northeastern Virnia Army has been formed under Gen McDowell, but it is still forming.
I have ordered BG Schurtz, reinforced with a regiment of infantry, to take Fredericktown, VA. He succeeded against no resistance.

Built two squadrons of transport ships, a battery of horse artillery, and a USMC landing force.

Naval Operations
As before.

Land Operations
Ordered the 2nd Texas Cavalry to seize Forth Worth. No opposition.
Ordered the 10th WA Cavalry to seize Parkersburg on the Ohio River. No opposition.


It should be noted that I am employing all the military forces I have active. The Union Army is rather large, but nearly all the units are still forming.

Land Operations
Harper’s Ferry occupied, advanced fortifications ordered.
Ordered two regiments out of Cairo IL to occupy Charleston MO. It did without resistance.
Continued siege of Manassas because none of the five divisions are stronger than a brigade.

Transferred the 5th Division’s combat elements to the First Division and sent the HQ and support elements back to Port Tobacco (south of DC) to be rebuilt. The rest of the Army of NWV is recovering from the siege.
Ordered BG Lyon to bring his full force across to Charlestown, and sent militia to occupy Cairo and a fleet of river craft to support Lyon.

Land Operations

Ordered BG Wood to send one regiment forward to seize Suffolk VA to act as a buffer for Norfolk.

When I can assemble the troops. I have enough naval firepower and transport capacity, but I just don't have the men. If you look you'll see I purchased three USMC landing forces (roughly regimental strength) but they are all still forming. I have to keep a heavy force inching towards Richmond (although its barely Corps strength), and cover a long range of area. Kentucky going to the CSA will soak up all the militia I raised just to cover border security.

I've got to stay within budget, I'm limited by the number of volunteers (drafting hurts the national morale), and I have finite supplies. My only consolation is that the CSA isn't in any better shape; my win at Manassas was due to the units there being short on supplies and largely units that were still forming.

The fog of war is an issue-I can only see the regions directly adjacent to my troops, and even then there's a chance they won't spot them, or report inaccurately.

I want to blitz in and put some hurt on the CSA's resources, but I'm fighting on a shoestring.

From previous sessions I know that the CSA will probe until it finds a gap and then sortie through, so I can't just ignore them snapping up towns in the Indian Territory. Plus there are the Indians themselves-they get eager if I strip the Western posts of Regulars but don't replace them with militia.

In a previous session I lost Cincinnati because of poor border security. I have to watch every inch of the border, and it doesn't hurt to mount small operations to keep the CSA off-balance.

The scope of this game is amazing.

Historically the troops were all from New England. They did a political campaign to get volunteers. Later they raised another bunch of troops to invade Texas with. These troops were promised land in Texas. They were going to kick the rightful owners off their farms and ranches! It was because they wanted to teach those grubby Slaveowners what God fearing New Englanders could do raising cotton! Texan Troops ran them down the Red River back to the Mississippi!

It makes sense, because those states have the highest population. Each state has a limit of how many units it can field.

That's another issue for me: I formed a horse artillery battery in Michigan, and its taking two turns to bring it by rail to the DC area.

BG Lyons is ordered to advance to New Madrid MO, supported by gunboats. The gunboats shelled as planned, but Lyons failed to advance.
A force of three regiments has been ordered to seize Mumford KY. The force retreated after a minor skirmish.

I have discovered a hole in my border defenses which exposes Lexington KY, and so has the CSA. I am rushing troops by rail to the region.
The Burnside Force is up to strength on paper, but several units are still forming.
The 1st Division finally moved on Charlottesville VA, where it was soundly defeated.

I am curious as to whether or not you have to exchange those 37,000 POW's? Feeding them should be expensive! Shouldn't Stonewall Jackson have been among those POW's? Historically he was at Manassas. How did you manage to drive Kentucky into secession?

You can exchange prisoners twice a year if both sides agree.

I expect much of the POW 'bag' was militia units & newly created units-my seizing Harper's Ferry drew the CSA further west than historically (I think). No significant commanders were amongst the tally.

As to KY, that wasn't my doing. The game automatically created a military base at Lexington to support pro-Union elements, and the governor invited the CSA into the state. I can still raise units in northern KY, so I expect its not a formal secession.

A summary of 1861: This period has been like crossing a mud pit. The border regions are wide open, troops and support units are scattered, generals are likewise everywhere but where they are needed, and there is never enough money. For example: the Western Command had no Army-level assets when it was created, and still has no active ones; the heavy artillery I just ordered are intended for it. US Grant (Division commander) has sufficient infantry, but no artillery, cavalry, or support units. Everything is done on a shoestring, and without a Corps structure it is very hard to maneuver.
I have managed to get militia units into key border areas, in many cases freeing up Regulars for combat service, and we have secured the area west of the Rockies. MG Milroy has done a commendable job in the IL, despite having only had a single regiment of cavalry to work with until September. The Western Command has secured Cairo and troops are starting to arrive.
The Army of NW Virginia has three roughly divisional-sized units, and it has pushed fairly close to Richmond, but it has a crippling shortage of support units until just recently.

Why does the POW amount keep changing from turn to turn(38, 37, 36, 37,etc). Is it counting dead pows or something like this?
