It's not an exception or a rule. Nature "found" swimming and flying long before mankind. Nature has been delivering alien species across thousands of miles of open oceans for many millions of years: fish, birds, marine mammals, marine reptiles, insects, crustaceans, gastropods, insects and even plant species.

They have begun to show up here in Thunder Bay probably hitching a ride with Monsoon Trucking on it's regular route between Thunder Bay, Ontario & Duluth, Minnesota.
Most animals, bugs or diseases (Like the Spanish Flu) need a free ride be it what ever mode of transportation is available at the time.
There appears to be a superior intelligence in learning curve being developed in the Urban Raccoons brain.
They can learn faster than their country cousin's due to the presentation of a greater number of problems to solve and the passing on of their genes.
