There is no EU army, Catherine Ashton can offer what she wants but unless she owns her own regiment she'll have to deal individual member states to accomplish such a thing.

I can't see many lining up to send troops there, we need balanced budgets after all

Some of the gulf states may be able to contribute funds.
the Unrra says that the average Gazan , as of Sunday, has three litres of potable water, per day. In plus thirty degree heat. Infants can't be bathed, sewers are destroyed.

ANYTHING has to be better than the present situation.

Qatar does send its money to civilians in Gaza, and this is what the Gov of Qatar says. Qatar are friends of the USA,we have friendly relations with Qatar, just as friendly as your country. If you want to claim that Qatar sends money to supply terrorists as opposed to supporting the people of Gaza, then I dont care, Qatar is an ally of the USA, and your viewpoint on this matter is simply your viewpoint and maybe the viewpoint of the Israeli gov, not a viewpoint that is supported by the USA gov or Qatar gov.

Because the risk to accepting is low and the potential payoff is high should the situation improves because of it. If Hamas betrays the EU, then Israel's international position will be greatly improved in the fallout and if Hamas cooperates with the EU, then Israel's situation improves even more.
