Great great grandfather's mystery uniform - Spanish American War?

Hello everyone. I have been trying to decipher this photo of my great great grandfather for a while now and thought that maybe someone on this forum could help.

I was told that he served in the Spanish American War, which fits his lifespan (1872-1913), but I have been unable to find a uniform quite like this one. It was also suggested to me that the uniform may be associated with the railroad, which he did work on, so that may be another possibility.

Unless I am mistaken, his hat says "2nd LIEUT" on it.

Any suggestions are welcome.

Hard to tell from my screen, but it looks like he has Sergeant Chevrons. If you have his name and birthdate you should be able to ask the VA about him.
