Gencallan, it is the French equivalent of the Regimental crest, usually worn suspended from the button loop of the right front shirt pocket. That one looks to be the 3rd Foreign Legion Sahara Patrol company of the Algerian War which was raised in 1949 and based at Fort Leclerc (Sebha) in the Fezzan region of Algeria, close to the Libyan border. They were the equivalent of border surveillance and patrol units.

In French it's called a "pucelle" (the virgin)
