Perhaps I should include the article link, rather than just a link to the other thread, as the article had a few other interesting events to discuss.

Cyber Warfare. The ability to disrupt military and civilian functions e.g. transportation, communications, power grids, financial systems, etc. a massive scale.

Roads and rail are logistical devices not weapons. If these are weapons then toilets and canned food are weapons.

Good strategic weapons are ICBM's, suborbital supersonic cruise missiles, and my favorite:

ORBITAL BOMBARDMENT!

If the AIDS HIV virus is indeed man made then it would also qualify as a strategic weapon. Even if not, the technology to create designer plagues is within the realm of our genetic technology.

Weather control is a strategic weapon as flooding can destroy untold amounts of property although not so effective on killing people. Kind of the opposite of the Neutron Bomb. I miss that one...

One might consider assassination as a strategic weapon. Had Hitler been assassinated it would have changed the end of WWII considerably. The Navy SEALs are undoubtedly experts at such attacks.

Ah, "Orbital Bombardment". The ultimate platform for such is the Moon! If you never have, consider reading Robert A. Heinlein's "The Moon is a Harsh Mistress" for some insight into the next best "high ground" for intimidating anyone on Earth. Gravity wells are great, once you're at the top of them.

The strategic weapon par excellance has always been Fire. Fire in all it's forms, from greek fire to firebombs hurled from trebuchets, to B-29 incendiary raids to atomic weapons. Fire destroys absolutely everything and is the form of destruction of choice for strategic warfare. Because strategic warfare is attacking your enemy's population directly, and a firestorm in a city can be impossible to stop. It engulfs everything in a certain area, destroying what value it had to the enemy and denying them massive amounts of manpower.

Strategic warfare is a dirty, nasty thing

Think we're all using different terms here.

Strategic Weapons are a name traditionally applied to WMD.
And Strategic Warfare; surely that's all warfare

Early strategic weapons include:

The trireme (stopped Xerxes' invasion of Greece in 480)

The Mongolian pony/compound bow combination

Man-o-war (not the horse) - from 1588 to 1815

What gives something strategic qualities, I'd think, is its delivery system - a strategic weapon goes beyond (over, around, under) a local battlefield and attacks an enemy's strategic assets, such as political centers, strongpoints that command a wide region (e.g., fortresses), or economic assets (treasure ships, factories). The heavy bomber of World War II was a classic example - though on occasion (GOODWOOD, COBRA, CORKSCREW, NEPTUNE) it was employed in a tactical role.

WASHINGTON (AP) -- Congressional Republicans on Wednesday vowed to block the Obama administration from sharply cutting the U.S. nuclear force, calling potential reductions of as much as 80 percent in the number of deployed weapons "reckless lunacy."
http://hosted.ap.org/dynamic/stories...MPLATE=DEFAULT

President Obama has ordered the Pentagon to consider cutting U.S. strategic nuclear forces to as low as 300 deployed warheads—below the number believed to be in China’s arsenal and far fewer than current Russian strategic warhead stocks.

I have always wondered about the Dreadnought Era Battleship, or crusier, as a WMD. They certainly have strategic value as far as being able to constrict your rivals seaborne trade and economy, but as far as being able to inflct real mass scale damage this was never realised. The Germans conducted a few hit and run raids on British coastal towns but this was a tactical manouver to lure out the Grand Fleet. It would be a long stretch to imagine batttleships laying waste to London or Antwerp (Tokyo? New York? Sydney?) with their big guns. If the Dardenelles were taken then Istanbul may have been the only city to suffer this threat.

A bump for consideration given weapons development in Iran and North Korea.

And a thread with related discussions that might also need reviving;

I suggest weapons that can be deployed for strategic campaign effect, but not usually on the battlefield are 'strategic weapons'.

What qualifies? WMD, EMP, cyber.

Arguably large scale movements of people into Europe are being weaponised for strategic effect.
