That problem was corrected many years before the war, which is why it displaced 1831 t, it displaced 1530 t originally.
Hatsuharu lasted late into the war, fighting the USN, USAAF, that's much better longevity than the average RN DD against weak German, Japanese or Italian forces.

The modifications were to stop them capsizing or falling apart under peacetime conditions. They were still unstable and vulnerable.
