As far as I can make out, the writing on the blue road sign in the foreground would suggest we're somewhere in Asia. Traffic in the image drives on the right side (though the tanks don't seem to care), which rules out Japan. The next obvious option would be South Korea with its K1 and K2.
On the K1 the gunner's sight is to the right of the gun. However, the gunner's sight on the vehicles in the image appears to be on the left and would therefore suggest K2's, though the dark lighting makes it difficult to match the overall shapes of the vehicles with that of the K2.

Judging by:
- right side drive and alphabet, I would say it is China, very probably Beijing (Koreans have different signs)
Since tanks looks like T-72, but has spiked front turret, I would go for Type-99
