I'm gonna go ahead and guess it's a numbers game. Ie. there are more Moroccan immigrants, hence more Moroccan terrorists. Quick read; the diaspora is about 5 million strong(including some 300k in Israel), most living in France, Netherlands and Spain.

Nobody cared back then.

Throughout the 50 -70s, even into the 80s, not one single question asked in parliament in regard to importing Muslims, no migration statistics kept, no public protestations, no efforts at assimilation, a free hand for Salafist missionaries for decades.

A lot of missed opportunities.

What impressed me the most was the time - 3 minutes - it took from the police from the 112 call (i.e. 911) to apprehending the attacker and the manner by which it happened - single aimed shot to the leg. On the downside... Finnish Security Intelligence Service (i.e. Supo) was tipped of the potentially radicalized thinking of the person in question in this spring but it is unknown if they took any action based on that - probably not since at that time there was no actual threat of an attack implied.

One of the "social" consequences mentioned in the other thread.

Any incident is now assumed to be a potential terrorist act,

until recently first responder reaction would have been more hesitant, less likely to use firearms, more inclined to negotiate first etc..

And that's after only a few decades or so of attacks of rather modest frequency, give it a century or so and see what happens.

Morocco has always been fairly stable, monarchy with democratic tendencies, managed to resist the Arab spring for the most part, good legal cooperation, functional security service, relatively educated population, in the urban areas at least, good tourist industry...

There's no particular reason for Moroccans to be over represented in these statistics as such, except maybe just that.

If you're a fundamentalist loser, and a likely terrorist, it may be safer to leave and not return ?

They want to die, it's their entry ticket into paradise, so catching them alive makes sense (if easily done.).

From their deathbed testimony we know the terrorists here feared life in prison more than death, it was in fact the motive for their last resort suicide attack, they knew the police was on their trail and preferred to go out in a blaze of "glory".

Same thing seems to have happened in Spain, after an accidental explosion in their hide out, they knew it wouldn't be long, so they went for an alternative, less "ambitious" plan, and a last hurrah.

Suicide by cop, in a way.

Well, I keep hearing that it's an impossible shot(especially from our US members who prefer center of mass like the back or chest), but it's quite standard procedure for Finnish cops; if they use their firearms they will fire at the feet if possible. Since it was possible they did it, and I don't really see why it would be stupid.
