Yes, the Ultimate Objective is the over-riding factor and sets the tone for all that follows, and objectives throughout history have often been very different to each other, especially when both sides have different ideas about what constitutes "victory"..
A classic example is when Napoleon triumphantly marched into Moscow and expected the Russians to come to discuss surrender terms, but they simply left him sitting there for 6 weeks, and when he realised they weren't going to play ball he ordered the retreat and got clobbered by winter!
