If Buchanan had done so in December of 1860 he may have stopped the entire sorry episode.
Lincoln didn't start the war, it was a gift waiting for him when he was sworn into office because of the ineptitude of the Buchanan administration, and the absolute incompetence of the senate.
The immediate arrest of all participants in the South Carolina secession convention in December, the legality of secession would have gone through the legal system and postponed the secession conventions that were held in the other southern states.
If nothing else it would have allowed a cooling off period.

The war was going to happen unless slavery was abolished willingly by the country, especially the South.

That became inevitable when the anti-slavery clause was forced to be taken out of the draft of the Declaration of Independence by the three states of the 'deep South'.

And that became more evident when the United States abolished the slave trade in 1807.

Obviously the secessionists pulled it off a lot more since the state seceded.
