A large part of the problem in Somalia, and much of East Africa, is that the idealists who pushed for democracy in the 80ís got nowhere. As they lost momentum the Muslim Brotherhood was on the rise, funded by Saudi Arabia and other oil rich Arab states. They were disciplined, incorruptible and offered structure and hope to masses of people who despaired at the corruption, ineptitude and waste of their governments as the last vestiges of colonial structure crumbled. The Brotherhood proselytised with great success and the next generation of politicised youth saw the discipline of Islam as the only route to a stable government (if not a secular democratic government at least a government for the people).
Islam is now seen by many as the answer to tribalism and corruption and in many ways it is but the problem is that once that brand of Islam is embraced social and political development stops and the sort of government that we enjoy in the West which, in my mind, is superior to any other, becomes unattainable. It is also the case that Islamic democracy is somewhat of an oxymoron since it ultimately results in a form of totalitarianism as free speech and freedom of expression are not allowed or are severely restricted (which is the same thing really).

Just my opinion, feel free to pick holes...

Somali security forces desert, govt vanishing

UNITED NATIONS (Reuters) - The ranks of Somalia's army and police have been gutted as most soldiers and police officers have deserted, often taking their weapons and vehicles, according to a new U.N. Security Council report.

There has been "an 80 percent erosion and attrition in the (interim government's) security sector, by which over 15,000 soldiers and police had deserted or defected along with their arms, uniforms, skills and vehicles in some cases," South Africa's U.N. Ambassador Dumisani Kumalo told the council.

Somali insurgents take Baidoa after Ethiopians leave

Hardline Islamist insurgents captured the central town of Baidoa on Monday, an important stronghold of Somalia's fragile government and seat of the national parliament, witnesses said.

While some analysts said Ethiopia's withdrawal from Somalia on Monday could take the sting out of the Islamist insurgency, al Shabaab -- which is on Washington's list of terrorist groups -- has vowed to carry on fighting and impose Islamic law.

It has long wanted to take Baidoa, which, along with Mogadishu, was the only place where the government had any physical control.
