The North has a major inferiority complex. And sadly that is the nature of the beast. It's not going to change. Their neighbors to the south have become players on the world's stage in a variety of fields. Whereas the only way that the North can get the attention it craves, is to bang its war drum. Unfortunately, this time its drum is bigger and potentially more dangerous.
For the past half century the North has been obsessed with unifying the Korean Peninsula (under its control naturally), rather than moving forward to the benefit of its citizens and its own future. I hope that I'm wrong, but unless sanity suddenly makes a resurgence in Pyongyang, I think that they wouldn't hesitate to accomplish that goal or go down in a blaze of glory in the attempt.
Again, here's hoping that it's all bluff and bluster.
