Oh sure, but from the state of things, I've got a perception that Ukraine wasn't exactly following the "proper procedure" in such issues (whether due to financial concerns, corruption, or both).

I've seen an article that blames the situation on inadequate funding allocated to scrapping old ammunition:

And as mentioned there all those ammo explosions were quite a common thing in Russia as well, some with casualties.

Forgive me my ignorance, but my impression has been hat Russian military infrastructure was in a shambles (relatively speaking) through the 90s but had been improving since then, while Ukraine had... well, I would say "let things slide even further" but I always have the impression that this was less "let it happen" and more "I'm filling my pockets in the process" - only, the war changed those priorities.

Yep, and those ammo explosions were as regular as seasons change. But even in recent time they happen here or there although less frequently. The latest accident in Russian was this summer:
