Not surprising John, the Navy's priorities have become questionable in the last twenty years and the politicians are not helping matters. Contrary to popular belief, the country's 911 force is not the USMC and it never has been. The country's 911 force has always been the Navy as anytime that something goes south the Navy's ship are typically the first visible indication that the country's political leadership is concerned enough to send an armed force. Since 911 the Navy's OPTEMPO has steadily increased while the maintenance and training budgets have shrunk. As I have said previously, building more ships will not make the Navy more effective. Ship's must be maintained, crews need to be trained (not handed CDROMs), and the deployment schedules have to be brought under control otherwise the effectiveness of the Navy as a fighting force will steadily decline.
