Le Duan, the newly appointed General-Secretary of the Central-Committee of the Labour/Communist Party of the DRV -- Ho Chi Minh, the President of the DRV -- Walter Ulbricht, new Chairman of the Council of State of the GDR

Quote:
This was the first time when Le Duan - a native of Quang Tri Province and one of the few leaders from a low-class-background - stepped into the spotlight and his first trip abroad. His "South-First"-faction just gained the majority of seats in the Central-Committee at the 3rd Party-Congress in September 1960.

At this preparatory meeting between Romanian leaders, East-German leaders and North-Vietnam's leaders for the Grand Summit of Communist/Labour Parties in November 1960 in Moscow, Le Duan was able to convince Ulbricht and Gheorghiu-Dej of his plan for an aggressive course in South-Vietnam.

In November during the Grand Summit the first meeting between Nikita Khrushchev and Le Duan, the Soviet leader was not really convinced. But with Ulbricht and Gheorghiu-Dej attending the second meeting, Khrushchev promised vastly expanded military aid to North-Vietnam.

Le Duan's successful backroom-manoeuver-skills kept him in pole-postion for 26 years.

While Ho Chi Minh was still the de-jure Chairman of the Central-Comittee of the CPV and the de-jure Head of State of DRV until his death in 1969, changes in party-protocols by the Central-Committee earlier that year made that post a largely representative one. Ho Chi Minh was by then nothing more than a charismatic figurehead with very limited real power.

After 1975 he became party-chief in Saigon and member of Politbureau but had frequent clashes with the rest of the top-party-leaders. He opposed the fast and nearly total nationalization of private enterprises and collectivization of farmers in Southern Vietnam. Le Duan had him removed from the Politbureau.

After Le Duan's death, Troung Chinh brought him back into the leadership and assigned him with the reform-agenda. In December 1986 Van Linh formally succeeded Troung Chinh in the post of General-Secretary and announced the Doi Moi/Reform initiatives.
