La Fayette 'the Conqueror', Dumouriez 'the Peaceful'!

With the Austrians and Prussians beyond the French border the survival of Revolution is now saved, opening up new diplomatic possibilities on the continent. Internally however, confusion in the départements remain as the repeal of 'Law of Maximum' is being discussed in the National Convention.



The arrival of La Fayette in Tournai last week has caused a general rising of the Belgian population against the Austrians in the cities of Ghent, Charleroi, Diest, Turnhout and Liège. By threatening the Free French in 1791 it seems that Vienna has bitten off more then it can chew. Both internally as externally Emperor Francis has been advised to consider peace, much to the reluctance of the Emigrés in Koblenz - under which the Comte d'Artois and the Princes de Condé - who argue that "Peace cannot be reached and must not be reached before the release of the French Royal Family".



In contrast to l'Armée du Nord moving northwards, l'Armée du Rhin stands poised between Metz and Longwy on the French border unwilling to move further on towards the Rhine. Instead, General Dumouriez, having received his 'leave' has ordered the discharge of total 20.000 conscripts and volunteers of both his armies before leaving command of the armies to General Kléber and General Kellermann. An order to appease the southern provinces.

In the départements, authority is quickly breaking down as the repeal of the Law of Maximum is being debated in Paris. The highly unpopular measure is hardly being enforced anymore. In Rouen, the citizens have released the merchants that were imprisoned for hoarding or not adherring to the law - unopposed by the local National Guard! In Nantes, the Girondin mayor and his deputies are completely ignoring the law. National Guardsmen and Répresentants from Paris are brutalized by the locals everywhere if they show to much zeal in applying the Law of Maximum.

Austrian counter-offensive pushes l'Armée du Nord southwards!

After a short engagement near Ath, La Fayette has been forced to pull his troops back to the safety of the French border! Brussels, that seemed so close by last week is now suddenly far away.



With the Republican reinforcements under General Houchard having crossed the border last week, La Fayette decided to resume his offensive in the Austrian-Netherlands. Moving up towards Ath, he stumbled upon the Austrians holding a strong position on the heights on the Brussels road, a position that could only be taken frontally at a high cost. Up to the challenge and determined to reach Brussels by the end of the month, La Fayette decided to feign a frontal assault while at the same time dispatching General Beauharnais with 1500 infantry and 800 cavalery to outflank the enemy from the east.
Greeted by the murderous Austrian artillery from the heights, the front ranks of l'Armée du Nord quickly lost heart. When the French Republicans saw the Belgian volunteers retreat before them, the front ranks also started to retreat. Noticing the frontal assaults fail and the French center position crumbling, the Prince of Saxe-Coburg immediately ordered a pursuit by sending in the Austrian heavy cavalry. This caused the daring offensive of l'Armée du Nord to crumble.
Meanwhile General Beauharnais had arrived at his outflanking position and, unaware that La Fayette was already in full retreat, ordered a general attack. Finding the resistance of the enemy stronger than expected he made little gain. Finally hearing of La Fayette's retreat after a half an hour, Beauharnais immediately broke off the engagement in an attempt to prohibit the loss of men to an already lost cause.
Pursued by the victorious Austrians, Beauharnais did his best to regain the main army. By nightfall he succeeded in joining La Fayette near Leuze-en-Hainaut with most of his troops, only to be accused by his superior of not having moved fast enough in order to prevent the disaster.

Although short of duration, this engagement has cost l'Armée du Nord 800 dead or wounded and almost 400 captured.
l'Armée du Nord has retreated to Tournai in order to lick its wounds.

Chance is great that the Austrians will now retake the initiative...

Here are the results of last round bidding:

A little explanation:

The Feuillants have lost 5 popularity because they are the only ones that have voted FOR the repeal of the Law of Maximum...this has now caused the section of LES HALLES and the Merchant to be reopened again and the CIVIL WAR track to be raised by 2.
Although this has made them lose popularity in Paris, they retain the support of the Provinces - thereby receiving one BONUS INFLUENCE there (a secret bonus which others would have gained also if they would have shown some 'balls' ).

The Hébertists, as majority in the Convention, have lost 8 popularity due to the defeat of the Republican forces in Belgium. But they have only lost the half of these points because they supported the populace in their demand for the TRIAL OF CAPET.

Dumouriez arrives from the front...

The National Convention...

April 29th, Year I of the French Republic...

Around midday, under a cloudy sky, a group of drenched officers and a dozen of soldiers come riding into Paris. The man leading the group is General Dumouriez, former commander of l'Armée du Rhin.



After having had lunch in Le Procope, eyed by the Parisians, sometimes in relief, other times with suspicions, the General and two of his closest colleagues drive on towards the National Convention.
Needless to say the members are quite suprised to see him appear there once again and even more curious of what he has to say as he climbs the rostrum.

"Frenchmen, Patriots!
I'm sure you have all read the latest issue of Le Moniteur. It is time to make peace!
General La Fayette has become much too self-confident by wanting to invade the Belgian territories and now he has paid the price - no, I am wrong - the brave French citizens in his ranks have paid the price with their lives.
I have been put on leave, but the l'Armée du Rhin, under the excellent leadership of General Kellermann, will NOT pursue an offensive strategy of forcing the Revolution beyond our own borders.
Our Revolution, the French Republic, is now saved and for most of our compatriots - in Paris as in the Provinces - that is enough. If other nations wish to join us, let them destroy their own Bastilles first, like we have done. The Belgians want to rid themselves of the Austrians, I'm sure a part of them do, but not all of them - just like there are in France still so-called 'patriots' that wish the return of the Ancien Régime. Our Revolution will become a tyranny if we force it upon those Belgians, we do not wish to become tyrants, now do we?
Don't fool yourselves citizens! On the oustside it seems as if we are sailing on calm waters, but below the surface there is still alot to be done. Let us concentrate on this first! There is still dissent, there is still this primal urge for blood, there is still hunger and there are still those that wish power and fame...those that wish to glorify themselves at the cost of hundreds of patriots lives!!!!
We still have some hardships to endure before we export our Revolution. Now let our young volunteers and our conscripts return home to their families and tend to their lands and their trades.
Offer our Revolution peace so that we can continue to strengthen the foundations of our new France!!!! "

I take it if the foriegn pretenders are serious about this, there have been some improvements in their proposals, as you will agree, these terms would place you and your army quite a bit further back than present frontline.


On a broader note, how exactly is it you are so well acquainted with the enemy,

You appear here every so often with a new suggestion for a settlement -

things may have changed since I was in the army, but back then a general was expected to suggest ways of winning the war, not to bring before us new proposals that would actually leave us in a worse strategic position then before.

The sovereigns of Prussia and Austria declared war on France, their original ultimatum was quite clear and called for the release of Capet, and return the ancien regime, in addition to the idiocy mentioned above.

In short general, it is your job to shoot at the enemy not to fraternize with them, if they want peace let them send an envoy, in good diplomatic fashion and present some less absurd terms.

Quite so. I've never seen a general so quick with terms, and quicker with newer terms after the first one is rejected.

I can't understand this penchant for hanging the messenger. General Dumouriez does his job well, better than general Lafayatte at any rate. I thank the good general for his service and for coming to Paris to review the strategic position in order that the Convention can decide on the best course of action. For this serious matter sending an aide in his place won't do, and those that criticize the General presence in Paris are probably just nervous that their scheming and intrigues come under scrutiny, those self serving politicians want the generals the farther the better, so they don't interfere with their quest for power and riches.

I agree with and endorse the views of General Dumoriez. I was opposed against the invasion of Belgium, and I have advocated in favor of peace and consolidation against the warmongering adventurism of the Hebertist and Feuillant clique.

General Dumouriez is right on the three points

First, we should negotiate a peace now that we have a position of strength, wich could be weakened by further reverses.

Second, we should focus on the internal affairs of France.

Third, our ability to wage war rests on France being able to feed their population. Once more, the men are needed to plow the fields, not at the front. I once again urge the Convention to sent the recruits from the levee en mase back home to the fields and the trades while the veteran and trained troops man the lines until a peace settlement is achieved.
