The full report
Key finding: the UK government did want Megrahi released, but there was no pressure on the Scottish government to make that decision and the Scottish government made that decision entirely on its own.

If there had been pressure applied to the Scottish Executive by the Labour government what benefit would it be to the Tories to bury it?

The Tories are now the government, the British government. They'd get the backlash. The Americans and others wouldn't give a toss about Tory/Labour.

It's being reported that William Hague has written to the US Senate Cmte looking at this whole affair, basically saying sorry and that he shouldn't have been released and that 'new' information is coming to light.
