Back in the late 60s Leicester University had developed a sonic transmitter quite capable of doing this sort of thing (although not intended for that purpose). It wasn't that big and you could use a car or van engine to provide the electric power it used. I've handled it (it got borrowed for a rather silly rag week stunt)
